The cell can become intermittently busy for short period of time due to jserver sending dmodify (updates) for PATROL_ENRICHMENT, yet none of the slots for that DDEN has changed.

Add the following parameter to pw\custom\conf\pronet.conf and restart TSIM:

pronet.jserver.ddenCorrectionOnMOUpdate=false
